Without the schematic itís hard to pinpoint the problem.
With the machine reset, manually advance the outs unit to try to re-create the problem.
Other things that pull in the game over relay are , nc switch on the lock relay and possibly the tilt relay.
Is the problem limited to a 1 player game or will it happen on a 2 player game?

Pinballdaveh -
I have this board now, and am trying to fix it.

I have the bottom board from the Base hit.
With power off, I reset the rest bank manually.
The reset motor is in zero position.
when I turn the power on,
it trips the game over relay, and the "#4 Relay".
I'm pretty sure the #4 Relay has to do with the coin,
and I'm really sure the Game over relay shouldn't trip .....

I do have the schematics, but I only have the bottom board...
