Gottlieb King of Diamonds (Gottlieb, 1967) Where does this wire go?

I am troubleshooting an issue with my Gottlieb King Of Diamonds with the rotating special after all cards have been dropped. The selected card for special is lit but when I hit it, nothing happens. Looking at the schematic, I see the "0-9 unit" play a big role in this circuit. Looking at the wire bundle just to the right of the unit , I see a loose wire. It is org-blk wire BUT I can't figure out where it goes.

The org-blk wire is attached to the frame of the 0-9 unit.
Once attaching it, everything seems to work.
