Can someone tell me if the loose wire in the top right of this photo belongs on the screw below it? I want to mkae sure before I attach it. Better safe than sorry I guess!

Is the bolt loose? if not is the rest of that ring connector still under it. are there any other bolts that that wire will reach that are loose and have the wear pattern of that connector?
