Jay Phillips contact needed

I looking for a contact with Jay Phillips about his Bally Mariner VP table file.
I've got the real machine in my gameroom right now.
Since he didn't know the exact game rules he made the game as he thought it would most likely be.
I've changed those rules to reflect the real machine.
Now I need permission to release the file or to get Jay to release it.

Sea Ray is also completely wroung.
This one also needs to be corrected since it is the same gameplay as Mariner.
