Bally Paragon (Bally, 1979) Repair Question

Hi, I'm new to the forum. Question.. I have an old Paragon machine that worked fine, but when I turn the machine on all the lights are on, but the machine will not re-set to start a new game. Ideas where to begin? All fuses appear to be good.

when you turn on the machine watch the mpu led , and count how times it flashes. 7 flashes is normal for start up . less than 7 or non-lit or stuck on led means theres a problem. the first flash has a delay after it , then 2nd thru 7th. these flashes are the mpu checking itself for start up.
