smilies > anim gifs?

Is a smilie more or less than an animated .gif?

If not what is the format and does anyone know of a hands down best drawing program dedicated to them.

Size and frame limits pertaining to this site's usage of them, etc.

I want to create some.

Smilies are .gif's, not all of them are animated .gif's. I used to have a simple smilie creation program and can't find it anymore...:evil:

You might want to try a google search on "smilie create". I have used Jasc's Animation Shop for animated gifs in the past but there might be better programs for smilies. There are no restrictions for image sizes but I had to delete a very big one because it was making the smilie listing pages look bad. I believe this is currently the widest smilie,
