I recently bought this machine. It shows two player capable, but the game never ends and never starts a tow player game. Anyone have any ideas?

Is the ball count unit stuck? According to the IPDB your game has some interesting(complicating) features relating to when the ball drains. Here is the link. You are in luck as it contains the schematic for your Swinger machine.
P.S. On a second look there is not a schematic. I was looking at the the machine above yours.
