*I don't think* there is an easy way to do it, though I hope there is.

One of the programmers for Stern, Koz, told us once in a long-lost forum that they tried video conversion but often ended up using a Paint program, the name of which escapes me.
If you have a video, then that's tough, but if you have still pictures then I would try using a photo editor like Photoshop or The GIMP (a free photo and paint/drawing program for Linux and Microsoft Windows) and Desaturating the color so they are in black and white, then turn down the brightness and turn up the contrast.
Run the result through Posturize set to 2 or 3 bits.
Then use Color/Tint to change the monochrome image to Orange, and you might have to do this Before using Posterization for best results.
In The GIMP you can make a grid mask by opening a New canvas by Right-Clicking on an existing picture. The new canvas will be the same size as the picture.
Right-Click on it > choose Layer > Transparency > Add Alpha Channel.
This is so anything cut edited in the canvas will produce a transparent hole in the canvas.
Paint the new canvas black and draw or cut-edit rows of dots for the display. If you paint/draw the dots in GIMP, then afterwards, Right-Clcick on the canvas > choose Select by Color, then in the Toolbox push the Threshhold slider to 0 (zero) and Then click on one of the dots. The dots will be outlined. Then Right-Click one of the outlined dots and choose Edit > Cut. The dots will turn to holes in your canvas.
You can save time drawing dots by drawing small groups of dots, then Copy/Pasting the group using the box edit tool to complete the rows of dots.
Then Right-Click the canvas > choose Edit > Copy.
Right-Click on each image picture and choose Edit > Paste, but be sure the pictures are the same size as the dot mask and be sure to save the original pictures for backup. Only work on copies of the pictures.
Then Import the result to FP for the STA animation box.
