Williams F-14 Tomcat (Williams, 1987) not working properly

I just inherited a F-14 game and have started working on it. I have gone thru and reset to factory settings. It powers up fine and goes thru all of its checks with no issues sound works and the lights flash. The problem is when you push the credit button one of the solenoids fire and the game sets there, no flippers, no balls, no nothing. Any ideas out there?

to the site. when you restored factory settings did the machine still stay on free play if it was set to it already? is there credits on the machine from using the coin switches? is the correct number of balls loaded in the ball trough? do any error messages come up on the display? has there ever been any battery corrosion on the cpu board or battery holder?
