Data East Guns N' Roses (Data East, 1994) sound problems

I have a GNR with an odd problem.When the game starts with all sounds as soon as the ball is plunged the background sound disappears every time.When a feature such as multiball occurs sound for the feature plays until over then silent again.As soon as the ball drains sound returns and then is gone again at plunge. Occasionally background sound does play but randomly.Sometimes the sound works for a whole game.It seems like a program problem. I have replaced game roms and sound roms and the sound is exactly the same. All voltages are good

What about changing the electrolytic caps on the sound board. Has that been done yet?
