Williams Police Force (Williams, 1989) pinball missing issue

I just picked up a Police Force pinball for $350.00 When I push the start button it kicks the ball out, police car starts to move up and you get the message PINBALL MISSING machine stops then right away the message goes away and its ready to start again. I did the switch test and the trough works great. The computer verified the switches. I noticed if you push switch 11 and 12 the machine plays, once you let them go it says PINBALL MISSING.

How many balls are installed in the game? IPDB shows this game has 2 ball multi-ball. I have a machine that uses 2 ball play but has/needs three balls installed with one listed as a spare.

I have 2 balls in the game as of now...I will try 3.

the manual says that only 2 balls should be loaded into machine on set-up. you say that the machine goes into pinball missing after 1 ball kicks to the shooter lane , but plays when switches 11 and 12 are closed and do test ok in switch test. the ball shooter lane switch #14 is the next switch to test. check switch for wires off , diode wires off , bad diode , clean switch points with folded dollar bill.

The ball shooter lane #14 checks out ok. I push start, ball kicks out to the ball shooter lane and police car starts going up and immediately comes down and flashes pinball missing and the resets to ready to play. Push the start button again and second ball kicks out to the shooter lane, so the balls are on top of each other and does the same thing. I pick up both balls and push start and the it says pinball missing on the screen. I drop both balls in the trough and pinball missing message goes away and game is ready to play. This is a tough one to figure out. What would my next step be?

if all switches 11,12 , and 14 check out ok on switch test then cpu game program roms should be checked for latest version. of what i see L is the latest version. anybody that sells replacement roms should be able to verify that this problem is program related.

I ordered the updated game roms. Why would the game show PINBALL MISSING, and when the game kicks all the balls back into the trough,30 seconds go by and then the machine see's the pinball's and readies itself.
