Game Plan SS Sharpshooter (Game Plan, 1979) game start issue

Sharpshooter lights up and gets into attract mode after turning on. But, pressing credit button doesn't start game play.
Ran thru diagnostics, nothing shows up as being a problem. Looks like MPU boots up properly. Game is set on free play. All fuses check out and didn't detect any wiring/soldering issues.

Any suggestions @pinballdaveh ? Thanks.
