Well to me it's because the bus is leaning on it's suspension, no?
 
Yes, look at the fenders, there's a lot more tire showing on the uphill side.

I wonder if they had simulated people in the seats or if the bus was empty? Pretty amazing it hasn't tipped over if the seats are weighted.

yes i was also wondering if the bottom of the chassis was weighted extra to help things out. and... almost looks like they're cheating with the chains attached under the tipped-up side!

this is apparently from 1933. (i wish shorpys had a page on it, because those old-timers seem to know everything about photo antiquities)
 
Look closely at the arrows. They are both correct, but the arrow on the right isn't straight down.

There do seem to be chains under there holding the frame down...

Maybe the test is only to see if the suspension will come apart a a certain angle? Or those bottom chains are not tight, just their to keep it in place if it does tip over, like the straps up top. No reason to smash up a bus testing out it's suspension...
 
There does seem to me to be some serious packages upstairs also..though they do seem to have safety straps up top to prevent any roll over.

those tests though are for empty buses
I wonder how they'll fare when fully loaded with people
but good to know that my bus driver can take a turn at up to 45 degrees
and not tip over
 
Us kids always tried to make the school bus tip over. Damn thing never even got up on two wheels.
 
The problem with that is, at home where we're picked up, we are one kid trying to topple the bus.

In a group at school, we got the power, but we'd end up being stuck at the school.
