Bally Solved Truck Stop (Bally, 1988) help

I have a balley truck stop at this time the game will turn on but will not take credits or start for play when I run through the tests all is good except for the switch test this test says rebound closed. looking through the manual I dont see a rebound switch listed? I have tried just manually moving switches to see if it changes but nothing works does anyone have any ideas?

The rebound switches are 19 and 20 for this machine. I didn't know where to put them either, so we stuck them on the wall below the c"I"ty and ci"T"y ramps, and to the left of the spinner, and the opposite side. Those would be the most logical places for them to be - each gives 30 points.
