An early 20th century bagatelle, that probably sold quite well, although it was crudely made by today's standards.
A playfield painted onto wood isn't that rare, and was common for home sale games of all sorts probably until sometime around WWII. This game shows evidence that it was played a lot. It could be home made, but would be a copy of a game offered for sale.
